Accessible Space, Inc. (ASI), a nationwide, nonprofit sponsor, developer and manager of affordable,
wheelchair accessible multifamily rental housing is seeking proposals from local, qualified and experienced
HVAC Contractors to remove and replace HVAC condensers and HVAC electrical handlers in 9 residential units;
remove and replace 1 HVAC condenser and 1 HVAC gas handler in the building office at Becerra Plaza, a
federally funded, wheelchair accessible, affordable apartment community located at 326 Becerra Way, Davis,
California 95618. The commencement of the capital improvements, and the funding and payment thereof is
subject to approvals from the City of Davis CDBG Program.
HVAC Contractors responding to this RFP must be in good standing with the State of California, fully registered
in SAM.gov and cannot be disbarred or otherwise deemed ineligible or prohibited from participating in
federal, state or local funding programs. Contractors with successful and documented experience with state
or federally funded projects are encouraged to apply. Contractors with experience in the design, construction
and/or renovation of multifamily housing in compliance with the Americans with Disabilities Act (ADA) and
Uniform Federal Accessibility Standards (UFAS) are also encouraged to apply. ASI is an equal opportunity

Proposals will include a detailed description of all anticipated costs associated with the removal and
replacement of residential HVAC units described in the Scope of Work and specifications, including the costs of
all required and applicable permits, fees, testing and inspections in full compliance with applicable codes and
laws. Proposals must also include a projected timeline for estimated completion of all funded capital
improvements described in the Scope of Work and Specifications.
FEDERAL LABOR STANDARDS PROVISIONS
The Contractor will ensure compliance with all federal labor standard requirements including Davis-Bacon and
Related Acts (DBRA) (40 U.S.C. 276 to A-7), Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330),
and Copeland “Anti-Kickback” Act (18 U.S.C. 874). The most current Residential rate prevailing wages will be
used in all estimates, invoices, payroll, and applicable, required reporting and documentation thereof for all
persons who provide work and services on this Project. Contractor will be solely responsible for compliance
with applicable requirements of DBRA, including the production, provision, completion, submission and
retention of applicable required materials and documentation, including time sheets, wage statements,
payroll and benefits statements, etc. Current wage decision will be provided with the bid packet.
SECTION 3 OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968 PROVISIONS
The Contractor will ensure that, to the greatest extent feasible, opportunities for training and employment
arising in connection with the CDBG assisted project will be extended to lower income project area residents.
Further, the Contractor will, to the greatest extent feasible, utilize business concerns located in or
substantially owned by residents of the project area, in the award of contracts and purchase of services and
supplies.
MINORITY BUSINESS ENTERPRISE PROVISIONS
Consistent with the provisions of Executive Order 11246, the Contractor will take affirmative steps to assure
that minority-owned and women-owned businesses are used when possible as sources of supplies,
equipment, construction, and services. Additionally, the Contractor will document all affirmative steps taken
to solicit minority businesses and will forward this documentation along with the names of the minority
subcontractors and suppliers upon request.
Contractor Selection Criteria
Proposals will be evaluated for cost reasonableness, contractor experience, and anticipated timeline for work
to be completed.
